Fix Windows bluetooth classic discovery issue

When using the Windows BluetoothFindFirstDevice & BluetoothFindNextDevice APIs, the "LastSeen" time is not updated properly. A work-a-round is to call the BluetoothGetDeviceInfo API which correctly sets the "LastSeen" member of BLUETOOTH_DEVICE_INFO

Support serializing service records to their XML representation

This PR adds the `ServiceRecordXmlCreator` class, which takes a `ServiceRecord` object and serializes it to its XML representation.
The XML representation is used by BlueZ (e.g. org.bluez.ProfileManager1.RegisterProfile takes an XML representation of the service record in its options dictionary).
I haven't found any formal documentation of the format, but the `convert_raw_data_to_xml` function (in src/sdp-xml.c in the BlueZ source code) provides a good overview.

Fix for Win32Socket Close stack overflow. Reworked BluetoothListener.win32 to correctly handle both Socket/Win32Socket depending on platform. Added Port to BluetoothEndpoint and support in associated Create/Serialize etc.
