Move deploy-tencent-scf.yml to platforms/gitHubActions/bak/ and drop the sln entry, since Tencent SCF deployment is now handled by the stable release pipeline (publish-stable-release produces the tencent-scf.zip asset). Update both READMEs to mark the workflow as archived.
