在7楼 925d4d0001 refactor: route cookie-expiry and task-failure reminders through the shared notification pipeline (#1219 )

Remove the standalone ServerChan configuration module and the two direct
HTTP notifiers it fed. Cookie expiry and task-failure reminders now go
through INotificationService, which dispatches into the existing Serilog
sinks (ServerChan, Telegram, WeCom, etc.) at Warning level.

- Delete ServerChanCookieExpiryNotifier and ServerChanTaskFailureNotifier,
  plus the now-unused ICookieExpiryNotifier / ITaskFailureNotifier ports
- Wire CookieTaskGuard and TaskFailureBatchMonitor to INotificationService;
  dispatch is treated as delivered (no provider ack), keeping the daily
  once-per-account and 15-minute retry state machines
- Register SerilogNotificationAdapter as INotificationService
- Drop the ServerChan SendKey card and related workflow fields/validation
  from the Checks-and-reminders page; stack both cards full-width
- Remove the stale scKey "deprecated" comment and ServerChanSendKey docs
