build: Allow custom app IDs

From this time onward, development flatpaks of Bottles will
be suffixed with `.Devel`. This allows us to test Bottles completely
separately from stable releases, making it easier to test without
affecting existing configurations.

these are MX officially maintained in our repo, essentially using the already provided debian source packaging files, with very minimal distro specific changes.
