DIYgod 8de170d371 docs(skills): add the release announcement kit ...

Add the release-promo skill: the X post in the house format, its reply
with the release links, a one-sentence quote line for the second
account, and the promo video rendered from the store captures, with a
helper for X's weighted length and math-bold versions. The desktop and
mobile release flows now end with it.
