DIYgod 4fdc56972e fix(mobile): keep the lines between action rules and between lists ...

On Actions and Lists, the line between two rows vanished once another row was
added or grew. As the only flex-1 child of its list cell, the separator kept a
zero flex basis; it no longer flexes and keeps its hairline height.
