Martin Regen fa579dd599 fix networking for .Net Core 2.0: 
SendAsync and ReceiveAsync now frequently return synchronously even if successful. These cases had not been properly handled yet, previous versions never hit these codepaths.

Cristian Pogacean 4773374018 Added support for LDS-ME. 
RegisterServer2() is called as first option for LDS registration of the server.
The ClientControls was extended to use FindServersonNetwork() into the LDS-ME for discovering the OPC UA Servers announcing themselves using Bonjour services.

Martin Regen 2148d65084 improve cert handling of sample apps 
- create self signed cert on first start (kudos to bouncy castle)
- fix path handling in many areas,
- ./ or ../ is treated as rooted dir
- special %LocalFolder% for UWP apps to allow to write certs in app temp storage
- all batch helpers to create certs removed

Martin Regen 057912c825 - Fixes found during a CTT test pass. Many fixes also due to sync with .Net codebase. 
- Sync codebase of Opc.Ua libraries to UA.Net 1.03.340 source on github.
-CTT stress failures and exceptions all fixed.
-Roughly 2 dozen CTT tests are still with red bubbles. Mainly very special cases.

Recep Karabıçak b4c5f65286 set maximum buffer size properly when constructing a BufferManger 
TakeBuffer method of the BufferManager before forwarding the call to the internal BufferManager increases the expected size
this causes it to be bigger than the maximum configured buffer size. At construction internal BufferManager should be configured properly.
