## Description Updates unpinned NuGet dependencies to current compatible stable versions, pins the repository and CI to .NET SDK 10.0.401 (.NET 10.0.12), and re-enables the macOS ARM64 NativeAOT lane. The existing intentional pins remain unchanged, including Moq, compatibility/security remediation pins, Roslyn compatibility versions, coordinated OpenUSD packages, and per-TFM MQTTnet/ASP.NET Core bands.
