## Proposed changes

#4680 turned on `CodeAnalysisTreatWarningsAsErrors` in `common.props`,
but `.github/agents/opc-ua-codestyle-enforcer.agent.md` still said it
was `false` and told agents not to turn it on. That means
analyzer-cleanup runs could undo the setting.

- Repository context (line 16): the value is now listed as `true`, with
a note that CA warnings fail the build.
- Rule-promotion checklist (line 312): agents are now told to keep the
setting enabled. Rules that are meant to stay unenforced belong at
`suggestion`/`silent`/`none` in `.editorconfig`, and agents must clear
all hits before raising a rule to `warning`.
