- codecov couldn't resolve the source files when deterministic builds are enabled. Run codecoverage with det build option disabled. - nuget preview build was broken, added ci build for packing libraries. - add console client to ci build - fixes #1173, fix dockerfile to use .NET Core 3.1 base image
