Marc Schier e7542b7f5f Fix generated structured defaults and dependency metadata (#4414) ...

# Description

Fix two source-generator paths that lost variable values or metadata:

- XML `ExtensionObject` defaults without a `TypeId` now resolve their
body through the encodeable factory's registered XML qualified name,
decode to the generated structure, and retain the XML encoding
identifier.
- The existing preview `ModelDependencyV1` payload now carries effective
child access and user-access values, minimum sampling interval,
historizing state, and serialized default-value XML across referenced
assemblies.

The dependency validator rehydrates this metadata before inherited
instance factories are generated. Explicit non-null extension-object
TypeIds remain authoritative, unknown XML bodies remain raw XML, and
explicit design files remain authoritative over referenced payloads.
