- added test cases to repro fact
- added code to transfer ephemeral private key to persisted state as suggested by @ChristofferGersen pointing to  dotnet/runtime#29144 
- fixes #1238
- note: on .NET Standard 2.1 with this change the private keys stored in the windows certificate store are not exportable
