* upload pipelineartifacts for release pipeline and sign the symbol packages * enable deterministic builds for snupkg source debugging * allow release builds to be in release/x.y.z * do not rename assemblies for debug builds, to allow for mixing of release and debug packages. Otherwise build issues may occure when packages are mixed.
