# Description
Promoted NuGet packages lacked a corresponding repository tag. The
promotion workflow now records each published candidate with an
immutable version tag and matching GitHub Release.
### Promotion tagging
- Creates a tag from the signed candidate manifest after both feeds
accept the package set.
- Creates a GitHub Release; preview channels are marked prerelease.
- Validates existing tags/releases on recovery and rejects mismatched
targets.

### Coverage and documentation
- Adds workflow-contract regression coverage.
- Updates release procedures to describe automatic tagging and
verification.
