Martin Regen f82fcc9da3 Fix decode of empty CRLs (#2609) 
- A CRL without revokedcertificates and other extensions caused a decoding error
- Add tests to permutate decode without revokedcertificates and extensions
- Fix: Add check for additional data after NextDateTime, skip otherwise
