One shared pick behind the Django/FastAPI/Flask, ASP.NET, Gin, SwiftUI/Vapor,
Spring and Rust name heuristics: never a function-local declaration, a type
nested in another file's type, or a node the language keeps out of the
reference's file; the reference's own file first, then its directory (not
Rust), then a conventional folder.
