chen3feng 61cc23c6cb ci(bazel): tag *_benchmark cc_test and exclude from bazel test in CI ...

Benchmarks aren't pass/fail validation; they're for manual perf runs.
Up to now bazel-build.yml ran 'bazel test ...' which picked up all
cc_test targets including 30 *_benchmark ones (hash_map_benchmark 86s,
case_insensitive_hash_map_benchmark 70s, dpc_benchmark 54s, ...).

Mark them with tags = ["benchmark"] and filter via --test_tag_filters
in CI. Local 'bazel test //flare/base:hash_map_benchmark' still works
when explicitly requested; it just doesn't run as part of //... sweeps.

Matches blade's behavior where cc_benchmark is a cc_binary wrapper (not
a cc_test) and './blade test' never picks them up.
