Xeno Kovah d6ac580ed0 Fix JIT emulator re-executing delay slots when a branch falls through 
The p-code of an instruction with a delay slot already includes the p-code
of its delay-slotted instruction(s). DefaultPcodeThread accounts for this
by advancing the counter by InstructionDecoder#getLastLengthWithDelays(),
but the JIT's DecoderExecutor#getAdvancedAddress() used
instruction.getMaxAddress().next(). When a delay-slotted branch was not
taken, the JIT therefore fell through to the delay slot address and
executed the delay-slotted instruction a second time.

Record the length including delay slots when the decoder decodes an
instruction, and use it to compute the fall-through address.

Add MIPS tests for a taken and a not-taken delay-slotted branch to
AbstractPcodeEmulatorTest, so both the plain and JIT emulators run them.
Without the fix, JitPcodeEmulatorTest#testDelaySlotBranchNotTaken fails
with "expected:<1> but was:<2>".
