Kacper Michajłow 4dfee616d0 ao_wasapi: hold an MTA reference for the hotplug instance ...

hotplug_init runs on the thread that first reads audio-device-list and
hotplug_uninit on the core thread, so take a CoIncrementMTAUsage
reference instead of initializing an apartment on the calling thread.
