all open file events use the same DnD mechanism, which is guarded by options now. this would deactivate loading files, for example from the menu, when DnD is deactivated. to prevent this, use a separate open file function that isn't guarded by the DnD options. after this commit the various file open events behave like following: - open file/url menu entry > normal open file handling - DnD various types on the window (files, urls, etc) > DnD handling - DnD on Dock icon (when already open, when still closed) > DnD handling - opening via finder/open with > DnD handling the last case still falls under the DnD handling, because it can't be distinguished from the DnD Dock event. this is the documented behaviour.
