eeff 2ccb38d437 feat(persist): apply schema if not in migrations table ...

Previously, a schema is applied only if its version is larger than the
  head version recorded in the migrations table under the assumption
  that we add schema files in continuous versions. From version 2.4.0,
  the last digit in the version number is reserved for unexpected fixes
  or requirements, so that assumption never holds.
