fix(arch): Don't insert timer-entry in the timed-tree if not currently in there
This is needed when we change the interval of a cyclic callback while
currently processing it.

refactor(arch): Timer subsystem has no internal clock definition
Now the EventLoop is the only place where the clock source is defined.
The POSIX EventLoop then forwards the nowMonotonic time to the timer.
