fix(util): Fix IPv6 URL parsing

Resolve the following error when utilizing IPv6 multicast:
|PubSub Connection creation failed. Internal error.
For instance, the IPv6 URLs may look like this: opc.udp://[ff02::1:5]:4840/.
The current parsing code doesn't strip the '[]' brackets from the hostname. This
leads to failing consecutive calls to getaddrinfo(). Fix it and enable IPv6.
