StalderT 05951d5973 fix(server): Allow negative sampling interval 
According to https://reference.opcfoundation.org/Core/Part4/v104/docs/5.12.1.2, a negative Sampling interval number indicates that the default sampling interval defined by the publishing interval of the Subscription is requested.

This commit drops the 'ua_' prefix and changes the public includes
to the form `#include <open62541/server.h>` instead of the old
`#include <ua_server.h>`
