Access Android/data or obb dirs individually as app package

Instead of previously request for accessing the whole Android/data and Android/obb directories, change to ask for access to individual package directory under Android/{data,obb}.
Also changed display of directories under Android/{data,obb} to comparing with installed packages, and display only those matches installed apps.
Create directory or file at Android/data is not allowed with this changeset, with regards to updated access model in newer Androids, for an easy solution.

Fixes #3488 (again).
Also fixed problem with encrypted secrets in Cloud database, due to PasswordUtils encrypt strings with URI-safe Base64, while Cloud connection secrets are not. Fix by specifying Base64.DEFAULT on encrypt/decrypting secrets.

As band-it solution.
Stay on OpenMode.FILE before ACTION_OPEN_DOCUMENT_TREE Intent returns. It is found in some cases the ACTION_OPEN_DOCUMENT_TREE Intent didn't block the app from accessing Android/data before UriPermission is granted. So stay on OpenMode.FILE when the intent launches.
