fix(ci): release 工作流使用 Node 20 修复 web 构建失败

Tailwind CSS v4 使用原生 @tailwindcss/oxide 绑定并要求 Node 20+，
Node 18(npm 9)会触发 npm 可选依赖 bug(npm/cli#4828)，导致
"Cannot find native binding"。与 docker-image.yml 保持一致改用 Node 20。
