Adds support to only get the latest value when using Async operators
...
This is helpful when a flood of requests come in and you just want the most recent one after the one you last processed.
This implementation is based off of `AwaitOperation.Sequential`, but uses a bounded channel with capacity for a singular item that will replace the oldest value
