romanettandClaude Opus 5.5 c121cefde8 CTT CI: pass the master baseline to the CTT run (#4927 )

The private CTT repository now keeps one baseline per release line
(`baseline/master`, `baseline/master378`) selected by a new workflow
input `baseline`. This passes `baseline: master` explicitly (it is also
the default there, so the current workflow keeps working until this
merges).

The 1.5.378 line gets its own copy of the trigger in a separate PR
against `master378` (manual and labelled PRs, no weekly run, `baseline:
master378`).

- `.github/workflows/ctt.yml`: `CTT_BASELINE: master`, sent as dispatch
input.
- `plans/ctt-testing.md`: mention the master378 copy.
