Add cap to use a remote debugger proxy (#10960)

* Add two command-line arguments to provide connection data for an optional proxy the iOS remote debugger can use.

This reverts commit 9beba48cd6.

* Add documentation for the new desired capabilities.

* update docs to reflect only one capability for remoteDebugProxy
