release: 1.6.2 (#2318)

Bumps package.json and ui/package.json (the component library is versioned
with the engine; ui-package.test.ts pins it) to 1.6.2, and the matching
version fields in package-lock.json — the top level, packages[""] and the ui
workspace, whose entry was still at 1.6.0. Only those three fields change;
`npm ci` accepts the lock.
