ci: test PubSub security and SKS with OpenSSL

Browse Source 
The PubSub encryption and SKS jobs take the backend as argument and run
with OpenSSL as well. The release amalgamation build drops the removed
UA_ENABLE_PUBSUB_ENCRYPTION flag.
