The ModellingRules node of the Server object shall reference the
modelling rules that the server supports. This server supports the
modelling rules mandatory and optional.

It is configurable via the server config file.
It only gets applied, if `UA_ENABLE_HISTORIZING` is enabled.
Also adding HistoricalRawData Profile, if `UA_ENABLE_HISTORIZING` is
