Niels Beier c78d9fff56 test(pubsub): cover GetSecurityKeys without a session user name ...

Grants the object-level check unconditionally, as the stock plugin
does, and asserts that an anonymously activated session still gets
BadUserAccessDenied from GetSecurityKeys.
