Niels Beier 618573bb0d test(discovery): cover RegisterServer2 without a client certificate ...

Send a RegisterServer2 request over a Session-less SecurityPolicy#None
channel and assert it is rejected with BadSecurityModeInsufficient and
leaves no entry behind in FindServers.

The register-test client now uses a certificate whose ApplicationUri
matches server_register's own applicationUri, since the fix above also
checks that the two agree.
